The learning center has a history of development dating back to 2015. Ruth P. Garcia, an ALS Master Teacher I, noted that the program began with basic learner mapping and the registration of students. Classes were initially held in temporary shelters and under trees before the community secured a permanent structure.
Following the destruction of an earlier facility by a typhoon, the center was rebuilt with assistance from private organizations and the Bauang local government. DepEd officials stated that the success of this program may lead to the establishment of a permanent, government-funded school to provide long-term educational stability for the residents of Isla Solomon.
