Southwest Monsoon Brings Heavy Rains and Flood Risks to Luzon

PAGASA warns of potential flash floods and landslides in Ilocos and surrounding regions.

According to PAGASA in its 4:00 AM bulletin on June 3, 2026, the Southwest Monsoon is bringing widespread rains across Northern, Central, and western Southern Luzon, threatening these areas with potential flash floods and landslides. The weather system, locally known as the Habagat, continues to dominate the weather patterns in these major northern and western territories.

The state weather bureau reported that the Ilocos Region, Cagayan Valley, Cordillera Administrative Region, and parts of Central Luzon and CALABARZON will experience cloudy skies with scattered rains and thunderstorms. Local disaster offices are urged to monitor low-lying and mountainous areas, as moderate to at times heavy rains could trigger sudden environmental hazards.

Meanwhile, occasional rains are expected to affect Pangasinan, Metro Manila, Zambales, Bataan, Tarlac, Pampanga, Bulacan, Cavite, Batangas, Occidental Mindoro, and Palawan. PAGASA warned that these areas face similar threats of flash floods or landslides due to the continuous moderate to heavy rainfall.

For coastal areas, PAGASA issued warnings of moderate to rough sea conditions in Northern Luzon, Central Luzon, and the western section of Southern Luzon. Winds in these regions will blow from the southwest at moderate to strong speeds, generating waves ranging from 1.2 to 2.8 meters in height, which may pose risks for small seacraft.

The rest of the Philippines will have partly cloudy to cloudy skies with isolated rainshowers or thunderstorms. Yesterday, the weather station at the Science Garden in Quezon City recorded a peak temperature of 31.0 °C at 1:00 PM and a relative humidity high of 95 percent at 5:00 AM.
