According to the PGLU La Union’s Information and Communications Technology Council (LUICTC) held its first General Assembly on April 22, 2026, at the Speaker Pro-Tempore Francisco I. Ortega Convention Center in San Fernando City. The Council also introduced the A.G.I.L.E framework, which stands for Academe, Government and Industry Linkages and Ecosystem.
The Council’s mission, guided by Provincial Ordinance No. 443-2024, is to use ICT as a strategic tool for inclusive growth and good governance throughout La Union. This includes modernizing public services in areas like education and tourism, and ensuring widespread access to secure, affordable infrastructure to reduce the digital divide.
A core focus is on developing human capital through digital literacy programs. The goal is to empower marginalized sectors so all residents can succeed in a technology-driven global economy. Former Board Member Maria Annabelle S. De Guzman, the ordinance’s principal author, attended and expressed support. Board Member Ramon Guio “Ram” A. Ortega Jr. closed the session by highlighting the importance of collaboration for the province’s advancement.
